Something sus about that. If you push AIR through a liquid, then what comes out of the liquid will be AIR plus maybe some other gas as a product of a chemical reaction. They will be mixed. I doubt very much that all of the air will be used up in the chemical reaction. The air will need to be extracted from the output before it is hydrogen.

Part of OT post above mentioned Carbon Capture.Our President of our Local Aussie rules club is a Senior Engineer in a very large global company which he is a senior partner.Appox 8 to 10 years ago was commissioned to help do a feasibility study on building a Carbon caption scheme.After many millions of investigation the results said it doesn't work point blank.
