I'd say something like that would have to be manufactured, remembering though that's it's technically illegal to carry petrol on the back of a vehicle in case of rear end collision However if your vehicle is diesel that's different, you can carry diesel on the back A fuel container and bike rack are available as 2 different items, I must say I've never seen them combined To save me lifting the Jerry cans in and out of the back of the Ute, I fitted a 12v fuel pump in there, similar to this one www.ebay.com.au/itm/166508101616?mkcid=16&mkevt=1&mkrid=705-154756-20017-0&ssspo=xwnknaflrns&sssrc=4429486&ssuid=Co6YikxTSbm&var=&widget_ver=artemis&media=COPYI just put the inlet in the Jerry can and the outlet in the fuel filler and switch the pump on, 30 seconds later the Jerry can is empty The item above is portable so that might be something to consider although it may be a bit messy Just throwing the idea out there

Wouldn't the bike rack interfere with the rear doors? Should that not be an issue, then perhaps something like one of these link
They are available in sizes for a number of bikes, and keeps them close to tow-bar height. Just need to work out how to fix the Jerry Can in place.
