Is it possible that the conical cover has a similar locking device on the shaft.

Good thought Stoney, but not that I can see. The gap around the shaft is not big enough.

They usually move with a firm grip, otherwise get one of those Boa Constrictor tools. (Anti-clockwise)
But at around 50 bucks, I would suggest the Bunnings Stocked one at $7.25.

This is a link to a video of what I believe DT suggested as an option.
The shroud is not connected to the spindle as it would then lift off the tiles as you turn the tap on.

Especially if using multi-grips to loosen the flange as you will damage the chrome,
